Arkansas HIMSS Members:
The past year has been a great year for our Chapter under the leadership of Adena Handly and I want to express my sincere gratitude for her participation. We've increased our membership and have a new larger board with new participants. I anticipate having several exciting educational programs in 2009-2010. The next year is shaping up to be even better with some joint educational sessions with the Tennessee, Alabama, George, Kentucky and Florida chapters, the first one already scheduled for September 9th in Nashville, TN.

FTC Grants Three-Month Delay of Enforcement of 'Red Flags' Rules
The Federal Trade Commission will delay enforcement of the new “Red Flags Rule” until August 1, 2009, to give creditors and financial institutions more time to develop and implement written identity theft prevention programs. For entities that have a low risk of identity theft, such as businesses that know their customers personally, the Commission will soon release a template to help them comply with the law. Today’s announcement does not affect other federal agencies’ enforcement of the original November 1, 2008 compliance deadline for institutions subject to their oversight.

HIMSS Publishes Definitions of 'Meaningful Use'
On Monday, April 27, HIMSS published its definitions of ‘meaningful use of certified EHR technologies,’ as outlined in the American Recovery and Reinvestment Act of 2009 (ARRA). HIMSS sent a cover letter, plus two definitions: 1) meaningful users of certified EHR technologies and 2) meaningful use for hospitals, to the National Coordinator of Health IT and the Acting CMS Commissioner, within the Department of Health and Human Services (HHS).
In summary, HIMSS recommends the following:
1. To ensure continuity, recognize CCHIT as the certifying body of EHRs.
2. To achieve incremental maturation of “meaningful use,” adopt metrics that can be reasonably captured and reported beginning in FY11/2011,* and then made increasingly stringent using intervals of not less than two years. HIMSS’ definitions include specific metrics to enact, in phases, over a multi-year period.
3. To bridge existing gaps in interoperability of health information, coordinate with HITSP and IHE to create new harmonized standards and implementation guides.
4. Reconcile the gap between “certified EHR technologies,” “best of breed,” and “open source” technologies.

HIPPA 5010 and ICD-10
Compliance dates include January 1, 2012 for the Transaction Code Sets of Version 5010, Version D.0 and Version 3.0 with small health plans having until January 2013 for Version 3.0 compliance. This provides lead time for industry compliance with the October 1, 2013 requirement for ICD-10 code sets used to report healthcare diagnoses and procedures.

A mark of distinction. CPHIMS is a professional certification program for healthcare information and management systems professionals. Individuals who meet eligibility criteria and successfully complete the CPHIMS exam are designated a Certified Professional in Healthcare Information and Management Systems (CPHIMS).
