Dear Arkansas HIMSS Members,

June 30th is fast approaching and I wish to take this final opportunity to thank each of you for your help and support to enable Arkansas HIMSS to once again become a viable entity within the HIMSS communities. We have come a long way since July 31, 2007 when I accepted the President position. Our achievements were made possible as we worked together as a team over the past 24 months. This statement also applies to our colleagues and friends at HIMSS - Stephanie Serra and Jessica Bird.

Congratulations!
White River Rural Health Center Receives Davies Award
AR HIMSS would like to congratulate White River Rural Health Center, Inc on being the 2008 recipient of the prestigious Davies Award for Community Health at HIMSS09. White River Rural Health Center is a private non-profit corporation with 22 sites and over 90,000 patient encounters per year.

Since 1994, the HIMSS Nicholas E. Davies Award of Excellence has recognized excellence in the implementation and value from health information technology, specifically EHRs. The Davies Award is based on an evaluation framework that involves a two-step process, and modeled after the Baldrige Award. Applicants are asked for assessment and documentation of their progress based on four key areas including management, functionality, technology and overall value. The application process serves as an introspective self-assessment that is valuable for planning an EHR implementation. A Committee of the applicant’s peers, many former Davies recipients, independently score the applications, and then convene to determine site visit candidates.

Join us for lunch on June 26th to find out why Wal-Mart ventured into convenient care clinics and how its model became the launch pad for Sam's Club offering affordable electronic medical records (EMRs) for small office physicians. Kevin Trovini, ISD Director at Wal-Mart Stores, Inc., speaks Friday, June 26, from 11:30 a.m. - 1:30 p.m., at Baptist Health in Little Rock.

IT Planning for the 21st Century
On May 14th, AR HIMSS in conjunction with Mercy Health System of Northwest Arkansas hosted an educational event on the selection process and subsequent lessons learned from their Epic EMR implementation. This interactive session included a physician led demonstration of CPOE, how a decentralized nursing model was employed as part of a redefined work flow, IT quality and delivery, & a tour of the facility to see the technology in action.

Thank you to Mercy Health System and all who attended and helped make this event a success!



HIMSS09 Conference
HIMSS09 was held at McCormick Place in Chicago this year and had just under 27,500 in attendance. This years conference included more than 900 exhibiting companies – from Fortune 500 to start-ups – showcasing their latest healthcare innovations. More than 300 education sessions were offered, including 11 that addressed the health IT provisions in the American Recovery and Reinvestment Act of 2009. Attendees also learned about “The Art of Deception” from Kevin Mitnick, the world’s most famous former hacker, and explored how popular and emerging technology – from Wii Fit to nurse avatars – could impact health and medical care. Keynote speakers included Dennis Quaid and Alan Greenspan.

FTC Grants Three-Month Delay of Enforcement of 'Red Flags' Rules
The Federal Trade Commission will delay enforcement of the new “Red Flags Rule” until August 1, 2009, to give creditors and financial institutions more time to develop and implement written identity theft prevention programs. For entities that have a low risk of identity theft, such as businesses that know their customers personally, the Commission will soon release a template to help them comply with the law. Today’s announcement does not affect other federal agencies’ enforcement of the original November 1, 2008 compliance deadline for institutions subject to their oversight.

HIMSS Publishes Definitions of 'Meaningful Use'
On Monday, April 27, HIMSS published its definitions of ‘meaningful use of certified EHR technologies,’ as outlined in the American Recovery and Reinvestment Act of 2009 (ARRA). HIMSS sent a cover letter, plus two definitions: 1) meaningful users of certified EHR technologies and 2) meaningful use for hospitals, to the National Coordinator of Health IT and the Acting CMS Commissioner, within the Department of Health and Human Services (HHS).

In summary, HIMSS recommends the following:

1. To ensure continuity, recognize CCHIT as the certifying body of EHRs.
2. To achieve incremental maturation of “meaningful use,” adopt metrics that can be reasonably captured and reported beginning in FY11/2011,* and then made increasingly stringent using intervals of not less than two years. HIMSS’ definitions include specific metrics to enact, in phases, over a multi-year period.
3. To bridge existing gaps in interoperability of health information, coordinate with HITSP and IHE to create new harmonized standards and implementation guides.
4. Reconcile the gap between “certified EHR technologies,” “best of breed,” and “open source” technologies.

HIPPA 5010 and ICD-10
Compliance dates include January 1, 2012 for the Transaction Code Sets of Version 5010, Version D.0 and Version 3.0 with small health plans having until January 2013 for Version 3.0 compliance. This provides lead time for industry compliance with the October 1, 2013 requirement for ICD-10 code sets used to report healthcare diagnoses and procedures.

Individuals who meet eligibility criteria and successfully complete the CPHIMS exam are designated a Certified Professional in Healthcare Information and Management Systems (CPHIMS).
